Iran has formally urged accountability and reparations from Qatar, Bahrain, the United Arab Emirates, Saudi Arabia, Kuwait, and Jordan, rejecting their recent allegations against Tehran at the United Nations.

In a letter addressed to the UN Secretary-General and the President of the Security Council, Iran’s Permanent Representative Amir-Saeid Iravani dismissed the claims as baseless and legally unfounded. He argued that the six Arab states ignored what he described as the root cause of the crisis: unprovoked military actions by the United States and Israel against Iran’s sovereignty.

Iran accused these countries of enabling or facilitating aggression by allowing the use of their territory, airspace, or facilities, directly or indirectly contributing to the military operations. Tehran further insisted that such involvement, even if denied, would place responsibility on those states under international law.

The Iranian envoy cited extensive material damage and civilian casualties resulting from the conflict, including thousands of deaths and widespread destruction of residential, medical, educational, and infrastructure facilities across Iran.

Iran also rejected claims that the countries in question acted in self-defense, stating that such justification does not meet the criteria outlined in Article 51 of the UN Charter. Instead, Tehran described their conduct as internationally wrongful acts amounting to aggression.

The letter further criticized UN responses and resolutions, arguing they failed to address the root causes of the conflict and reflected a politically biased narrative.

Concluding its position, Iran stated that states contributing to or facilitating what it describes as aggression must bear full legal responsibility, including providing reparations for material and moral damages.
